I can't turn off my IPod Touch?

It's also bugging out and switching from home page to Safari to the search bar. Every time I try to turn it off it makes a "click" sound as if it were taking a picture, but my IPod Touch is only 2nd generation (Or maybe 3rd? the one without a camera). I have already reset/restore it but it hasn't fixed anything. And now I'm really pissed because I already deleted everything. Does anyone have any idea what is causing this problem? And how I can fix it? Thanks.
